Of course there is some shared history and a shared language, but that could be said for Nigeria or Hong Kong as well. If there were a way to take a “historical and cultural DNA test” – some test that could quantify what made America – Britain would likely only constitute 5-10%. A significant amount to be sure, but still only a great-great grandparent. A much larger chunk of American DNA would come from Germany, although, due to WW1, much of that history has been erased.

As it is not the title of the treaty, it should not take initial capitals: ‘UN convention on international treaties’. However, it would be clearer to use the correct title consistently.
