In researching multilingual government communications myself, I have wondered about this (unanswered) question: What makes multilingual public signage a part of inclusive service as opposed to ‘targeting’?
What should a public authority do when it knows that certain language groups are not served by signage in the dominant language, and it wants to provide them information, but signage in the linguistic landscape from other public authorities (and other authors) does not include these groups’ languages? That is, how can a genuine attempt to reach a minority language community be made without seeming to single them out as behaving badly? For example, how best should an Australian local council provide its local public with information about when garbage is collected, without using the dominant English language, given the local council cannot change the fact using languages other than English will be at odds with the broader linguistic landscape in Australia?
