Recently, I was out for a walk when it started to rain. Seeking shelter in a nearby bus stop, I had time to look around, and I noticed something I had never noticed before although I must have seen it often: a Ku-Ring-Gai Council logo.

The logo is a circle of about 20 centimeters in diameter. It depicts two cartoon characters, one sitting, one standing, encircled by the words “KU-RING-GAI COUNCIL” and “SERVIENDO GUBERNO.”

The cartoon characters are presumably intended to depict two Aboriginal men of an earlier period. The drawing is crude, and the image seems retrograde, out of place, and just plain weird. Just to be clear, I’m not talking about some dumb schoolboy graffiti but about a high-quality official logo emblazoned into the plexiglass wall of a bus shelter.

I have been struggling to make sense of it since I first noticed it.

The context

Ku-Ring-Gai Council is a local government area on Sydney’s North Shore. It has close to 120,000 inhabitants and happens to be Australia’s most socioeconomically privileged area.

The logo I noticed at the bus stop is not the main logo used by Ku-ring-gai Council but an older version. The current main logo depicts a stylized landscape.

However, the logo on the bus stop is not just a historical logo, either: it appears on bus stops of a certain age (less than 10 years old); it appears on signs for bushwalking trails; and it appears on the web.

So, we are dealing with a legacy logo that might be in the process of being phased out but is still imprinted on the landscape.

Indigenous Ku-ring-gai

Ever since I first came to Australia, I’ve liked the romanticism of the name “Ku-ring-gai”. It’s not only the name of a large council area, but also of a suburb where I lived for many years, and a national park I love to explore.

Like many non-Indigenous Australians, I was, for a long time, under the impression that “Ku-ring-gai” – or a version thereof – was the name of the original inhabitants of northern Sydney. The name made the area more “authentic” for me and seemed to connect the area where I live to its precolonial past.

Inevitably, it turned out to be a naïve fantasy.

A 2015 report by the Aboriginal Heritage Office showed that the term “Ku-ring-gai” was the 19th century invention of a Scottish schoolteacher. The word may – or may not – have been used by some pre-colonial Indigenous people for – well, we don’t know what.

The report concludes:

It is unfortunate that the term Guringai has become widely known in northern Sydney and it is understandable that people wish to use it as it is convenient to have a single word to cover the language, tribe/nation, identity and culture of a region. However, it is based on a nineteenth century fiction and the AHO [Aboriginal Heritage Office] would argue that the use of the term Guringai or any of its various spellings such as Kuringgai is not warranted given its origin and previous use. It is not authentic to the area, it was coined by a non-Aboriginal person and it gives a misleading impression of the connectivity of some original clan boundaries. It is part of the story of this place that there is no certainty over tribal names, language groups or dreaming stories. To project the opposite is to continue this fiction. (p. 40)

Today, Indigenous people in the Ku-ring-gai area are most notable by their absence. The 2016 census recorded 0.2% Aboriginal inhabitants for Ku-ring-gai Council, well below the national average of 2.8%, and even well below the Greater Sydney average of 1.5%.

Why this is so can be summed up quickly: the Sydney area is where the British colonization of Australia began and the Sydney people bore the brunt of the initial invasion, including frontier violence, new diseases brought along by Europeans, and dispossession.

We live on stolen land here.

Still, this is not something polite people like to say and the Council website mutters incoherently about the absence of Indigenous people:

The arrival of Lt James Cook in 1770 devastated in what amounts to the blink of an eye an incomparable and ancient people.
Those not lost completely were altered as survivors gathered into new groups. Much of what we do know about Sydney’s clans must be gleaned from archaeological remains.
While there are some families who have identified links to original Sydney clans-people, very few traditional stories remain about the sites and landscapes of the Ku-ring-gai area.

I also take these ramblings to be an interpretation of sorts of the stick figures in the logo: the mythical Indigenous cartoon characters suggest authenticity and belonging for non-Indigenous Australians.

In the same way that the current logo symbolizes nature and the land through stylized trees, the legacy logo does so through the depiction of stylized Aboriginal people.

“By serving, I rule!”

While the imagery projects an idyllic fantasy about belonging, the Latin motto accompanying the two Aboriginal cartoon characters in the logo is about power and possession.

The motto SERVIENDO GUBERNO is not accompanied by a translation. As the study of Latin has become exceedingly rare, I’m guessing that few people will be able to translate for themselves, and likely just ignore the motto.

For those who can be bothered, a now-defunct council website provides this explanation:

The Ku-ring-gai Council motto, ‘serviendo guberno’, means ‘I govern by serving’ and has been used by Council since 1928. It is included in the logo to reaffirm Council’s fundamental commitment to serving the community. (quoted from Friends of Ku-ring-gai Environment)

Mottos are notoriously ambiguous, and this is one possible interpretation. But it is not the full story. My translation is “By serving, I rule.”

What kind of service?

Let’s start with serviendo. The etymological connection with “service” is obvious but what kind of service? Just friendly customer service? Probably not.

The motto serviendo guberno has long been used in the coat-of-arms of a knightly Irish clan, the O’Rourkes, and is clearly associated with military service there. From armed service, the idea of service inherent in the motto later seems to have become broadened a bit to all forms of service that men render to the nation:

The martial interpretation of serviendo is also backed up by its use in war memorials such as the Sandakan Memorial dedicated to members of the Australian and British armed forces who served in World War II in Borneo.

Who rules?

The Latin verb gubernare has obvious associations with “govern.” It can also mean “to direct, rule, guide.”

It is here used in the simple present first person singular: “I rule.”

Why would council identify as “I”? Surely, “we” or some agentless form would make much more sense.

One way to interpret the first-person singular is to put the motto into the mouth of the individual colonist, a white male subject. Alternatively, the “I” might be read as that of the sovereign; not the democratic sovereign of the people, of course, but the individual sovereign of the monarch – the Crown as the legitimizing force of colonization.

Why Latin?

Non-English monolingual signage is exceedingly rare in Australia. Where such signage appears, the language in question is often Latin.

In addition to Ku-ring-gai Council, many institutions have Latin mottos and slogans. All the following examples appear in Latin only, without translation. The translations in brackets are mine.

The Monuments Australia database shows many war memorials that include slogans such as “Quo fas et gloria ducunt” (“Where right and glory lead”) or “Pro patria” (“For the fatherland”).

Schools often have Latin mottos. And they really get Latin out into the street as school children sport the mottos on their backpacks, uniforms, and caps.

Examples include “Virile agitur” (“Masculinity is being enacted”), “Utinam patribus nostris digni simus” (“May we were worthy of our fathers”), or “vi et animo” (“with force and courage”).

Australian universities also have a thing for Latin phrases, from ANU’s “Naturam primum cognoscere rerum” (“To know the nature of things first”) to Sydney’s notoriously confusing “Sidere mens eadem mutato” (“The same spirit under different stars”).

Latin is supposedly a dead language. But there is probably more Latin signage in the Australian linguistic landscape than there is signage in any Indigenous language.

Like the cartoon characters in the center of the logo, the function of Latin in these mottos is symbolic. The Latin phrases emblazoned on Australia’s institutional linguistic landscape do not per se mean much: too few people know Latin for this to be the case; and some of the explanations, translations and interpretations provided on institutional websites are – linguistically speaking – pure fantasy.

The use of Latin is another way to anchor Australia’s whiteness in history. Latin symbolically links Australian institutions to European deep history, to a history that happened long before the colonization of Australia: classical antiquity, the Roman Empire, and medieval Christianity.

Marking white possession and belonging

Together, the Aboriginal cartoon characters and the incomprehensible Latin motto do two things in a place where both the presence of actual Indigenous people and any meaningful use of the Latin language is negligible. First, the mythical – in contrast to physical, material, or real – presence of Indigenous people offers non-Indigenous Australians a fantasy of belonging. Second, Latin provides the same illusion but in starker terms: not as a fuzzy feeling but as the legitimacy of possession. Together, they mask unbelonging and erase dispossession.

My thinking about the logo and Latin in the Australian linguistic landscape has greatly benefitted from Aileen Moreton-Robinson’s The White Possessive: Property, Power, and Indigenous Sovereignty. The author argues that the national belonging of non-Indigenous Australians is predicated on their willful forgetting of the fundamentals of their residence in this land: colonial conquest, racism, and the dispossession of Indigenous Australians.

Indigenous Australians can never forget or overlook the evidence of their dispossession. For non-Indigenous Australians it is easy to forget and not to notice – we have built a world that provides a fantasy of belonging while hiding the original theft.

During a dreary German winter in the 1980s, I would get up early each Friday morning, wrap myself up against the cold, and ride my bike in the morning darkness up “Gallows Hill Street”, where for many centuries the city’s court of justice had been located. My destination was a windowless underground classroom in a 1960s concrete building, where an “Advanced Dictation” class was taking place that was compulsory for all undergraduate students of English.

For 90 minutes each week, we would take dictation of some text, then swap the result of our labors with our neighbor, whose job it was to mark up the errors and tally them while the teacher wrote out the difficult words on the blackboard. Each week, this was an exercise in guessing and humiliation: for instance, how do you spell /ɪndaɪt/ when you hear it for the first time and have only the vaguest idea what it means? Most likely “indite”? Or is it spelled like “night” and “right” and hence “indight”? Or how about /teknɪklɪ/? To spell “technicly” seems obvious enough but wrong, wrong, and wrong again.

There are hundreds if not thousands such words in the English language that you need to know before you can spell them. Understanding the logic of the alphabet and the main sound-letter correspondences still leaves you with a long way to go when it comes to being able to read and write in English.

Most students in the class struggled and we all dreaded the final exam (I passed with a credit, which, by my standards, was disappointingly low).

A student in the class had dug up a quip by the Austrian linguist Mario Wandruszka, who had opined that “English spelling is an insult to the human intelligence.” Being teenagers, we all agreed with the statement and – in a classic case of sour grapes – consoled ourselves with the idea that not doing well in English dictation was in fact a badge of honor that demonstrated our superior intelligence.

In the years since, maybe in a case of Stockholm syndrome, I’ve come to adore English orthography. Today, I see it as an intricate system that contains within it the sediments of the innumerous contacts between different languages and cultures that make English such a fascinating language.

Adopting the Latin script

English writing had a design flaw from Day One: adopting the Latin alphabet, which is designed for the sound system of another language, Latin, to English was always going to be a problem – as has been proven innumerable times since the Latin alphabet has been adopted to more languages than any other script (as I explain in this lecture).

When the Anglo-Saxons invaded Britain (ca. 400-700 CE), they brought with them not only their Germanic dialects but also their runic alphabet, which had been designed for the phonology of Germanic languages.

During Christianization the runic alphabet became associated with heathendom, and the Latin alphabet with Christianity. From 597 – the date of Augustine’s mission to Kent – Latin became the language of the new faith and, gradually, the alphabet of the Latin language began to be used to also write English.

Old English was a very different language from what it is today, and with the addition of a few letters, the match between sounds and letters was not too bad in those days, even if the problem of fewer letters than sounds has been a problem of English spelling since the beginning. The classical Latin alphabet had 23 letters, and three were added. These 26 letters now have to cover the 43 phonemes (19 vowels and 24 consonants) of modern English.

So, the first story of language and culture contact encoded in English spelling is that of the contact between spoken Germanic dialects and the sophisticated literate world of Latin. It is also the story of adopting a new faith and the fundamental transformation of a culture this results in.

Mixing in French

Old English died in 1066. Although the name “English” suggests continuity, Old English is as different from English as we know it as, say, German or Norwegian.

This is because the Norman Conquest of 1066 brought Old English into intense contact with French. For centuries, a social divide separated English (the spoken peasant dialects) and French (the language of the upper classes, and the language of almost all writing in England during the period).

This medieval social-cum-linguistic divide is still vividly illustrated by Anglo-Saxon-origin terms for animals (e.g., pig, cow, sheep, deer) existing side-by-side with French-origin terms for the meat of those animals (e.g., pork, beef, mutton, venison). That the medieval division of labor was also an ethnolinguistic divide could not be clearer.

By the time “English” started to be used again in writing it was a fundamentally changed mixed language, and spelling conventions that made sense in a Germanic language co-existed, not always easily, with spelling conventions that made sense in French.

As if all that language mixing was not enough to confuse English writing, the printing press, which was introduced to Britain by William Caxton in 1476, altered the relationship between speech and writing forever.

The idea of orthography – that there is only one correct way to spell – was alien to the medieval mind. Spelling mirrored pronunciation closely and different scribes in different dialect areas spelled differently. Spelling was ultimately a matter of individual preference.

Printing changed that – not only because a standard was more convenient for printers but also because a uniform linguistic product could reach a larger market. Not surprisingly Caxton was one of the first to rail against linguistic diversity when he famously complained that “eggs” were called “egges” in some parts of England but “eyren” in others.

Standardization was born.

Initially, the idea of a standard language only applied to writing, and spoken English continued to be highly diverse.

What happens when spoken language continues to change but writing does not? They drift apart … and you end up with a spelling system that is more in tune with the pronunciation of 500 years ago than contemporary pronunciation. This is particularly true of English vowels whose pronunciation changed considerably between the 15th and 18th centuries in a process called the “Great Vowel Shift.”

As a result, written and spoken English are today quite different beasts.

Is learning how to spell in English worth it?

Untold numbers of English language learners have, like myself, sweated to learn how to spell in English.

This task has been unnecessarily complicated by the false belief that we were learning an alphabetic script. Systematic letter-sound relationships are the foundation of English spelling but they are complemented by a significant logographic element, where letter combinations are systematically related to morphemes. The triple baggage of adopting an ill-suited alphabet, of mixing two languages and their internal logics, and of separating written from spoken language, has inserted a considerable logographic element (I explain this is in greater detail with the example of <s> as plural marker and <ce> as marker of word-final voiceless /s/ in non-inflected words in this lecture).

Logograms can only be acquired through patient practice, as any Chinese teacher will tell you. However, a knowledge of language history can help make sense of the logographic element. And it is certainly more motivating to understand English spelling in its socio-historical context instead of considering it “an insult to human intelligence.” The reward of learning how to spell is the kind of reading automaticity and speed that characterizes the proficient reader and that is the ultimate point of literacy.

My banal cosmopolitan fridge magnets

In response to my post about the banal cosmopolitanism of multilingual welcome signs last week, a number of people suggested that they quite enjoy finding their language(s) in such signs. This made me think of the ways in which global linguistic hierarchies are being produced and reproduced through practices that ostensibly value multilingualism. Even being listed in such signage may be an index of privilege while the majority of the world’s languages and peoples are rendered invisible and speechless.

The fridge magnets in my house constitute a perfect example of banal cosmopolitanism: there is one in the shape of a rooster that says “Portugal” and “Macau Souvenir”; one that spells out “Abu Dhabi” (the model horse that used to be stuck under the name has come off); one that has a map of the North American West Coast and says “California – a view of the world”; there is one that says “New Zealand” and features four colorful kiwis; another one in the shape of the map of New York State that says “Ithaca of New York”; a round one with “Buddha Eyes” from “Nepal”, where “Nepal” is written in the Latin script but stylized in a way that looks vaguely like Devanagari; a doll-shaped one with Korean script and the English caption “hand made”; and then there are six magnets featuring a toy rabbit by the name of “Felix”, who plays with a globe, travels by plane and is placed against a bottle of “original American ketchup”.

The toy rabbit Felix is the main character in a series of German children’s books and animated films. The character has been immensely successful since it was first launched in 1994. Books in the series have been translated into 29 languages (which is highly unusual for German children’s books) and more than seven million copies have been sold worldwide. There is a feature-length movie and a huge range of Felix-branded merchandise including toys, lollies, reading glasses for children, travel accessories and much more. Since 2013 Felix has been an ambassador for the global charity SOS Children’s Villages.

In my house, we have a copy of one of the German-version books in the series, the well-read and much-loved Briefe von Felix: Ein kleiner Hase auf Weltreise (“Letters from Felix: A little rabbit on a world tour”). It is a prime example of banal cosmopolitanism: it presents the global sphere as mundane and socializes young children into the practice of tourism and international travel as normal.

It also presents the “world” of Felix’ “world tour” as an exclusively North-Atlantic world.

The plot is straightforward: it all starts with an airport scene and a family returning from their (obviously international but destination unspecified) summer holiday. Sophie, one of four children in the family, loses her toy rabbit Felix. After this sad end to the holidays, the new school year starts with a surprise: a letter from Felix. It turns out that the rabbit had ended up on the wrong flight and is now visiting London. The remainder of the book consists of the letters that Felix sends from his travels – in addition to London, he visits Paris, Rome, Cairo, Kenya and New York City. Each letter is read by the whole family and taken as an educational opportunity to learn more about each of Felix’ destinations. On December 06 – St Nicholas Day, when children in Germany get gifts – Felix comes back to Sophie with a suitcase full of souvenirs.

The book is highly multimodal: in addition to text and images, it also features airmailed letters that can be removed from their envelopes and read separately. The letters serve to connect the world of the German children as they go through the fall period between summer holidays and Christmas to the six international destinations visited by the toy rabbit.

In each letter, Felix proves to be a keen observer of language and culture and provides information about Paris, Rome, Cairo, Kenya and New York City that could be considered educational for children. One piece of information that children can take away from the book is that the world is multilingual; or, rather, that the Western world is multilingual. In other words, language is a topic of Felix’ letters from London, Paris, Rome and New York City but not of his letters from Cairo and Kenya.

London: “Und noch etwas ist komisch, alle reden hier ganz anders.”

London: “And something else is interesting: people talk differently here.”
Paris: “Chère Sophie, das ist Französisch und isch liebe Frankreich! Isch habe jetzt einen Koffer, er ist très chic, so sagt man hier.” Paris: “Chère Sophie, this is French and I [imitation of French accent] love France! I [imitation of French accent] now have a suitcase, which is très chic, as they say here.”
Rome: “Darauf steht etwas in einer Geheimschrift. Wenn ich wieder zuhause bin, können wir uns auch eine @#*҂-Schrift ausdenken. […] Ciao bella (so sagen hier alle!)” Rome: “On it there is something written in a secret code. When I’m back home, we can invent a @#*҂ code, too. […] Ciao bella (that’s what everyone says here!)”
New York City: “My dear Sophie, so heißt das in Amerikanisch!” New York City: “My dear Sophie, that’s how you say it in American!”

In addition to these language fun facts, the letters from London, Paris, Rome and New York City also provide information about famous buildings and other tourist sights. Each letter then provides a learning opportunity for the family as Sophie asks her parents, grandma or aunt about further information, which they then look up in an encyclopedia, another book or even a photo album from previous travels. Through this kind of further research, Sophie, for instance, discovers that the “secret code” Felix refers to in his letter from Rome is actually Latin. Unlike her older brother who studies Latin in school, we learn that Sophie is too young to study Latin but that she really enjoys looking through her brother’s Latin textbook and looking at the images of ancient Roman buildings such as the Colosseum or the Pantheon.

By contrast to these four cities, Cairo and Kenya are represented differently.

In the letter from Cairo there is no mention of Arabic or contemporary life in Egypt; rather Felix visits the pyramids and it almost seems as if he had travelled back in time to the age of the pharaohs. The sense of time travel is reinforced through the fact that Sophie’s additional research is not undertaken through conversations with other family members and books but through a visit to the museum where there is a show entitled “ÄGYPTEN – ein vergangenes Königreich” (“Egypt – a bygone kingdom”). Further related learning is achieved by building a Lego pyramid.

Kenya – the only destination that is identified as a country rather than a city – has neither language nor culture: in fact, it seems empty of people. Felix only observes animals: elephants, zebras and lions; and to do further research about Kenya, Sophie visits the zoo.

There can be no doubt that the playful integration of multilingualism in this book is valuable for young children: they learn that there are many different languages in the world, that linguistic diversity is intriguing and that speaking different languages is enjoyable and pleasurable. It’s an important message.

However, the fact that the message of the pleasure of language learning and multilingualism is restricted to European languages also carries another message: that Egyptians and Kenyans do not have languages that are intriguing and worth paying attention to. In fact, along with their languages, the people of Africa are neither heard nor seen: for all the reader learns in the book, they may not even exist.

Felix’ “world tour” reminds us that the world of banal cosmopolitanism is not flat, as many globalization pundits would have us believe. It’s a hierarchy where even being listed can be a privilege.

“Literacy” is one of those words that everyone uses as a technical term but that is actually really hard to pin down. When I asked the new students in my “Literacies” unit last week what they thought “literacy” meant, they came up with quite a variety of definitions.

The most popular definition of “literacy” was that it is simply a cover term for “reading and writing”. That understanding of literacy contrasts with spoken language. Closely related to this first understanding of literacy is a second of literacy as “the ability to read and write.” Students with a background in language teaching readily referenced the “four skills” – speaking, listening, reading and writing – that make up language proficiency.

The latter understanding of literacy has spawned a significant expansion of the use of “literacy”: today, “literacy” is no longer exclusively about language but may be used to refer to all kinds of knowledge and competences: financial literacy, computer literacy, digital literacy, media literacy, news literacy, environmental literacy, ethics literacy, health literacy, spiritual literacy, artistic literacy, emotional literacy, etc. etc. While the connection with written language is more obvious in some of these literacies than in others, the reason for the extension of the meaning of “literacy” to “competence” is clear: in the contemporary world, the acquisition of most competences is mediated through the written word and at least some reading and writing is involved in the vast majority of learning.

The multiple meanings of “literacy” from “written language” via “ability to use written language” to “all kinds of language-mediated competences” make the link with social practices obvious and give us yet another perspective on literacy: literacy is a way to do things with words. Literacy practices are intricately linked to the way we manage our social affairs and organize our social lives. In short, literacy is a tool of power.

While some people like to pretend that literacy is a neutral technology and that “the ability to read and write” will be equally beneficial to everyone and have the same consequences for any individual and in any society, nothing could be further from the truth.

One simple way to start thinking about the power relationships inherent in literacy practices is to consider its semantic field. A semantic field is constituted by all the words in a language that relate to a particular subject. In English, the key terms in the semantic field “literacy” are obviously “reading” and “writing”. Both words have Germanic roots: “read” derives from Old English “rædan”, which meant “to advise, counsel, persuade; discuss, deliberate; rule, guide.” Its German cognate is “raten”, which means both “to advise, counsel, guide” but also “to guess.” So, reading was associated with thought and cognition early on.

“Write” derives from Old English “writan” meaning “to carve, scratch.” Well, writing started out as a way to scratch marks on bone, bark or clay, or to carve them in stone or wood. So, it’s not surprising that the word for “write” originally meant something like “to carve or scratch” in many languages. Latin “scribere” is no exception.

You may wonder why I’m bringing up Latin here. Well, it is not to show off my classical education but to draw attention to the fact that – apart from basic “read” and “write” – most English words in the “literacy” field are actually derived from Latin.

The Latin verb “scribere” has given us “ascribe”, “describe”, “inscribe”, “prescribe” and “proscribe”, to name a few. The latter two in particular point to the fact that the written word is closely connected to the enactment of power: so close, in fact, that the written word may be equal to the law. The expression “the writ runs” makes this connection obvious: where a particular written language is used, a particular law applies.

English words that make the power of literacy obvious are usually derived from Latin (and, of course, “literacy” itself is another example). This demonstrates the strong hold that not only the written language per se but Latin writing in particular had over Europe for almost two millennia. Latin was the language of the law and the language of religion – two domains that took a long time to separate from each other. The close association of writing with religion is also obvious from the word “scripture” – where a word for “writing” generally has come to stand specifically for religious writing.

There are many other fascinating associations to explore in the semantic field of “literacy” but I’ll close with an example from German, which makes a neat point about the fact that the relationship between written and spoken language is also a power relationship in itself. The German word “Schriftsprache” literally translates as “written language” but specifically refers to the standard language. The expression “nach der Schrift sprechen” (“to speak according to writing”) means to not use a regionally marked dialect but to speak the national language in a standard manner.

As linguists we like to insist on the primacy of speech but “nach der Schrift sprechen” reminds us that power usually runs in the opposite direction and, in literate societies, the power code is either written or writing-based speech.

Of course, this spectacular act of self-harming is more like a murder-suicide in that the damage done will not be contained to Britain and affect the rest of the world in ways that we cannot yet know but that look distinctly unpleasant for Europe and “the West”:

If Britain is self-destructing, what will happen to English as a global language? Have we just witnessed the beginning of the end of the global hegemony of English? Some have already started to question the role of English in the EU after the British will no longer be part of the union.

Let’s examine how other global languages have lost influence.

To begin with, for a language to rise to importance as a transnational language, it seems inevitable that its native speakers successfully pursue imperial expansion. That is how English spread and that is how other lingua francas acquired their status. However, history also shows that a transnational language does not necessarily go into decline with the decline of the empire that spread the language. Indeed, English has shown no signs of decline since the end of the British Empire in the mid 20th-century; on the contrary, global English language learning has gone from strength to strength since then.

When an empire dies, the language of the empire may simply cease to serve as a transnational language but may still serve as the native language of the group who used to be dominant. Obviously, English will continue to be used as mother tongue in England etc. even after its speakers have shot their own political and economic influence in the foot. What is interesting is whether speakers of other languages will continue to embrace English as enthusiastically as they have to date.

In his examination of the fate of lingua francas after the fall of their empires, Nicholas Ostler argues that their survival as transnational languages “depends on the successful renewal of the marketing campaign, implicit or explicit, that has supported its rise to currency […] the language [needs] to find itself another raison d’être” (Ostler 2010, p. 174).

Latin, for instance, saw its greatest triumph as a transnational language after the fall of the Roman Empire. Its continued success after the Romans proved themselves incapable of constructively addressing the population movements and socio-economic and military challenges of their time, depended on two consecutive new purposes: first, Latin became the language of the Catholic Church, which gave it a new lease on life as a transnational language of religion for almost two millennia. Second, from the Renaissance into the 19th century Latin also served as a transnational language of education and higher learning in universities across Europe and beyond.

Persian provides another example: after Iran fell to the Arab invasion, Persian became the language of the army that spread Islam into Central and South East Asia, and was then taken up by Turks, Mongols and, in fact, all Muslim rulers of the region as the administrative language of their realms.

Latin and Persian thrived as transnational languages for well over a millennium after their native speakers had lost military-political and socio-economic clout. In the end, Latin as a transnational language faded away before the ascendancy of national languages. The end of transnational Persian came more abruptly as the administrative structures of Central and Southeast Asia were dismantled by the British and Russian Empires in the 19th century.

What does this mean for transnational English after Brexit? English has already been repurposed as the transnational language of multinational corporations and international business. So, we have not seen the beginning of the end of English as a transnational language and it may well thrive for a long time to come.

What we have seen is another nail in the coffin of native speaker supremacy. Native speakers have just chosen to make themselves even more irrelevant to the story of English.

In the Middle Ages those suspected of witchcraft were often subjected to a ‘trial by fire’ to prove their innocence or guilt. The idea was that fire was a divine manifestation and hence the ordeal of being burnt would result in harm only for those consorting with the devil while sparing the innocent (Russell 1972). Today, we know that the only way to escape the ordeal of being burnt unscathed is not to be subjected to it in the first place.

Trial by fire gradually disappeared and was banned by the Fourth Lateran Council in 1215. Many theologians, priests and lawyers of the time came to regard trial by fire as superstitious, and began to prefer ‘more rational’ linguistic methods such as confessions and cross-examinations. The New England Puritans even found a way to have their cake and eat it, too: a linguistic ordeal.

This linguistic ordeal was basically a test of public speaking: a person accused of witchcraft was asked to recite the Lord’s Prayer in the courtroom. The assumption was that a witch was so beholden to the devil that they would not be able to say the Lord’s Prayer correctly and that, if they tried to, god would confuse their tongue.

What could go wrong you may think? At a time when Christianity was practically universal and people learnt to say the Lord’s Prayer before they learnt to speak properly, surely reciting the Lord’s Prayer was not a big deal. At first glance, it does sound like a better way for a suspect to prove their innocence of witchcraft than being burnt and suffering no harm.

However, this is not what the court records tell us. Suspects asked to recite the Lord’s Prayer failed just as often as those subjected to burning, and the conviction rate was hundred percent. The Salem witchcraft trials, for instance, report many cases of accused witches who could not recite the Lord’s Prayer; but not a single case of an accused who could recite it.

What went wrong?

To begin with, it was entirely up to the court to decide what constituted a correct recital. For instance, one suspect failed the test because he was heard to say ‘hollowed be thy name’ instead of ‘hallowed be thy name’ (Young 1989, p. 258).

Second, circumstances in the court often were chaotic with the supposed victims of witchcraft present and presenting with fits and convulsions. As a 20th century analyst put it: ‘anyone might make a mistake reciting the Lord’s Prayer, particularly if the floor was covered with screaming, convulsive girls’ (Erikson; quoted in Young 1989, p. 250). This was obviously not an ideal context for a performance in public speaking: the suspects were often poorly educated peasant and servant people, with no experience in public speaking whatsoever. Even if they were not afraid to speak up in public, knowing how much was at stake was surely enough to induce a bad case of nerves.

A man named John Willard, who was executed in New England for witchcraft on August 19, 1692, for instance, tried to say the Lord’s Prayer again and again but simply could not, as the trial records report (the transcript is from the Salem Witchcraft Papers at the University of Virginia website; I’ve edited the text to make it more readable):

Willard: I am as innocent as the child that is now to be born.

Juror: Can you pray the Lord’s Prayer?

Willard: Yes.

Juror: Let us hear you.

(He stumbled at the threshold and said ‘Maker of Heaven and Earth.’ He began again and missed.)

Willard: It is a strange thing, I can say it at another time. I think I am bewitched as well as they. (And laughed) [‘they’ is a reference to the women and children, the supposed victims of witchcraft, who were convulsing on the floor]

(Again he missed. Again he missed and cried well this is a strange thing I cannot say it. Again he tried and missed.)

Willard: Well it is these wicked ones that do so overcome me. [‘these wicked ones’ is a reference to the women and children, the supposed victims of witchcraft, convulsing on the floor.]

Juror: Well say what you will confess.

Willard: I am as innocent as the child unborn.

Juror: Do you not see God will not suffer you to pray to him? Are not you sensible of it?

John Willard was the former constable of Salem and court proceedings were not an unfamiliar context to him. For most of the accused this was different. In addition to failing nerves, some suspects failed the test because they did not speak English. This was the case with Ann Goody Glover, who was executed for witchcraft in Boston on November 16, 1688.

Ann Glover was an Irish native, who was swept up in Cromwell’s invasion of Ireland in 1649-50 and was one of ca. 50,000 Irish men and women who were sold into slavery in Barbados (O’Callaghan 2000). From Barbados she somehow made her way to Boston, where she found herself in the 1680s as a domestic servant. When the children in the family for who she worked fell sick, she was accused of witchcraft and was examined by the famous Cotton Mather himself; the man who is often seen as the architect of the Salem Witch Trials.

In his treatise Memorable providences, relating to witchcraft and possessions Mather notes that she ‘refused’ to speak English:

The Court could receive Answers from her in none but the Irish, which was her Native Language; although she understood the English very well, and had accustomed her whole Family to none but that Language in her former Conversation. [Here and elsewhere: spelling and punctuation adapted]

It is, of course, impossible to know what Ann Glover’s proficiency in English was; while she may have understood it ‘very well,’ as Mather claims, the circumstances of her life make it unlikely that she would have had much productive proficiency in English. She certainly was unable to recite the Lord’s Prayer in English:

An Experiment was made, whether she could recite the Lord’s Prayer; and it was found, that though clause after clause was most carefully repeated unto her, yet when she said it after them that prompted her, she could not possibly avoid making Nonsense of it, with some ridiculous Depravations. (Mather)

At any rate, ‘two honest and faithful men that were interpreters’ were engaged for her. After cross-examination through these interpreters, of which Mather only relates that it was ‘long,’ Ann Glover finally confessed to witchcraft and pleaded guilty.

Despite her confession, doubts seem to have remained, particularly in regards to her intellectual and mental fitness to stand trial. Mather relates the examination that ensued as follows:

To make all clear, the Court appointed five or six Physicians one evening to examine her very strictly, whether she were not crazed in her Intellectuals, and had not procured to herself by Folly and Madness the Reputation of a Witch. Diverse hours did they spend with her; and in all that while no Discourse came from her, but what was pertinent and agreeable: particularly, when they asked her, “What she thought would become of her soul?” she replied “You ask me a very solemn Question, and I cannot well tell what to say to it.” She owned herself a Roman Catholic; and could recite her Pater Noster [=Lord’s Prayer] in Latin very readily; but there was one Clause or two always too hard for her, whereof she said, “She could not repeat it, if she might have all the world.” In the up-shot, the Doctors returned her Compos Mentis; and Sentence of Death was passed upon her.

That Ann Glover would have been able to speak Latin may seem out of character until one remembers that the language of the Catholic Church and Catholic prayer was Latin until well into the second half of the 20th century. It would not have been at all unusual for an illiterate Irish peasant to have memorized the central prayer of her faith in the Latin language. It is also likely that she had learnt the Lord’s Prayer in one single chunk, and it is unlikely that being able to recite the Lord’s Prayer meant that she could segment it. The latter becomes clear from the fact that – despite her proficient recital, as Mather notes – ‘there was one Clause or two always too hard for her.’

The Catholic and Protestant versions of the Lord’s Prayer differ by precisely ‘one Clause or two.’ The closing doxology ‘For thine is the kingdom, and the power, and the glory, for ever and ever’ (Latin: ‘Quia tuum est regnum, et potestas, et Gloria, in saecula.’) is part of the Lord’s Prayer in most Protestant versions but is absent from the Catholic version. Repeating a random sentence in a foreign language is incredibly difficult, and so it is not surprising that Ann Glover could not do it in English nor Latin.

In sum, the prayer test was little different from trial by fire: there was always a catch; and, just as with the fire ordeal, the only way to ‘pass’ the prayer test was not to be subjected to it. The only possible outcome was failure.

In fact, not everyone who came under suspicion of witchcraft was subjected to the prayer test; and it may well be that those who could have been expected to pass it, were not subjected to it. The latter conclusion could be drawn on the basis of the case of George Burroughs, the only minister to be executed for witchcraft in Salem. George Burroughs was not subject to the prayer test. However, he delivered the prayer ‘perfectly’ before he was hanged; it did nothing to save his life.

Mr. Burroughs was carried, through the streets of Salem to Execution; when he was upon the Ladder, he made a Speech for the clearing of his Innocency, with such Solemn and Serious Expressions, as were to the Admiration of all present; his Prayer (which he concluded by repeating the Lord’s Prayer) was so well worded, and uttered with such composedness, and such (at least seeming) fervency of Spirit, as was very affecting, and drew Tears from many (so that is seemed to some that the Spectators would hinder the Execution). The National Institute of the English Language in Tehran has used the slogan “A new language is a new life” for more than 50 years

I’m preparing my lecture on “Internationalization and Multilingualism” for a language teaching conference in Bangkok later this week and I’ve been looking for a pithy proverb or quote about the joys of language learning. I’ve discovered more than I can possibly use and so am sharing some below.

The idea that learning a new language extends your horizons, makes you wiser and allows you to live your life more fully can be found in a number of intellectual traditions. This idea is based on the fact that each language is related to a particular cultural and intellectual tradition and a particular world view. As the language philosopher Ludwig Wittgenstein put it:

Die Grenzen meiner Sprache bedeuten die Grenzen meiner Welt. (“The limits of my language are the limits of my world.”)

Obviously, one way to extend the limits of one language is to learn another one. For instance, the medieval Franciscan friar Roger Bacon, who was also known as doctor mirabilis (“wonderful scholar”), described language learning as the main way to gaining wisdom:

Notitia linguarum est prima porta sapientiae. (“Knowledge of languages is the main door to wisdom.”)

A Chinese proverb makes the same point:

学一门语言,就是多一个观察世界的窗户。(“To learn a language is to have one more window from which to look at the world.”)

I have not been able to discover any further information about the context of this saying and maybe one of our Chinese readers can help us out! A similar Persian proverb, for instance, has been used as the slogan of a the Tehran-based language teaching institute National Institute of the English Language (NIEL) for over 50 years and has since acquired the status of an international proverb:

یک زبان جدید یک زندگی جدید است. (“A new language is a new life.”)

There seems to be wide agreement with the idea that a new language is a new life and makes us more human. This Turkish proverb provides another example (again, further details about the context would be welcome!):

Bir dil bir insan, iki dil iki insan. (“One language, one person; two languages, two persons.”)

The first president of Czechoslovakia after WWI, Tomáš G. Masaryk, made the same point when he wrote:

Kolik jazyků znáš, tolikrát jsi člověkem. (“The more languages you know, the more human you are.”)

While I was looking for proverbs and sayings about the value of language learning, I also discovered a fair number of proverbs that have a more nationalistic tone and celebrate the mother tongue (whichever one it may be …) as superior to all other languages. I’m not going to reproduce any of these quotes here but will leave the last word to one of the great writers in the German language, Johann Wolfgang von Goethe, who argued that unless you know foreign languages you are not qualified to speak about your own language:

Wer fremde Sprachen nicht kennt, weiß nichts von der Eigenen. (Those who don’t know foreign languages know nothing of their own.)

On a parapet in Hagia Sophia’s gallery there is an obscure little graffiti written in Viking runes and dating back to the 9th century. All that is legible today is ‘alftan,’ which refers to the Norse name ‘Halfdan’ and it is assumed that it was part of a formula such as ‘Halfdan carved these runes’ – the medieval equivalent of the modern graffiti formula ‘XY was here.’

How did a medieval Viking get all the way to what is today Istanbul and was back then Constantinople, the centre of the Byzantine Empire, the most powerful metropolis on earth? Maybe Halfdan was a mercenary in the Varangian Guard. Drawn from all over Northern Europe, the Varangian Guard were an elite army unit serving as personal body guards of the Byzantine Emperor. The Byzantine Emperors felt safer with foreigners as body guards who had no local loyalties. Little is known about the motivations of the young men who left Northern Europe to serve far from home in present-day Turkey but I imagine the usual mixture of lack of opportunities at home and the lure of the metropolis – a lure so powerful that medieval Constantinople drew migrants from all across the known world to this multilingual and multicultural city.

The Viking graffiti in Hagia Sophia reminded me of the Chinese flier in a contemporary Antwerp shop window that Jan Blommaert and Ben Rampton recently used as example to explain the scope of linguistic research under conditions of super-diversity. Arguing that the example – an ad for a room for rent – bears traces of worldwide migration flows which make language varieties and scripts globally mobile, they outline the theoretical and methodological implications of migration and globalization for contemporary sociolinguistic research. I largely agree with their conclusions but I cannot help but wonder that two qualitatively similar examples – Viking graffiti in 9th century Constantinople and a hand-written Chinese flier in 21st century Antwerp – have such different effects: why has sociolinguistics been oblivious to linguistic diversity through the ages and why is the recognition that linguistic diversity is fundamental to all research in language and communication relatively recent?

Why does evidence of contemporary linguistic diversity move us to re-think sociolinguistics in a way that evidence of linguistic diversity through the ages has not? I answered that question previously with reference to the position of key linguistic thinkers in monolingual environments. However, there is another answer, too, and – like the medieval Viking graffiti – it also stares you in the face here in Istanbul. That further explanation is that multilingualism has been actively expunged from the historical record.

To begin with, the linguistic record, by its very nature, is fleeting: the spoken language disappears and even the written word is usually quick to disintegrate. Paper used to be valuable and only few people could read and write. So, historical equivalents of ‘room for rent’ notices by their very nature are unlikely to have survived. Even graffiti etched in stone are smoothed out quickly and no one pays attention to them anyways (the ‘Halfdan graffiti’ was only discovered in 1964 by Elisabeth Svärdström).

However, the transient nature of language is only part of the story why we fail to see linguistic diversity in the historical record. The other part of the story is that evidence of linguistic diversity has been systematically erased from the historical record.

When Halfdan wrote his Viking graffiti and, presumably, spoke some form of Old Norse with those of his fellow Varangians who shared his dialect, the main language of Constantinople – and the lingua franca of its diverse population – was (medieval) Greek. Latin was also widely used and then there were the languages of all the city’s migrants and visitors. Christian Constantinople was a hugely multilingual place.

The city’s linguistic make-up changed on May 29, 1453 when Mehmed II took the city: not only did the Christian city become a Muslim one – and the Hagia Sophia church a mosque – the city’s dominant languages also changed from Greek and Latin to Arabic, Persian and Turkish.

What did not change was the fact of the city’s multilingualism: Arabic was the language of prayer and religion, Persian was the language of the court and Turkish was the language of the troops. Greek found itself as the language of a now down-trodden and subjected population and, as before, there were many other languages spoken by the city’s diverse inhabitants: Armenian, Hungarian, Italian, Ladino, Russian and Serbian would have been particularly prominent.

The Turkish that came to predominate over the centuries as Istanbul’s lingua franca was itself a highly heteroglossic language. Ottoman Turkish was inflected particularly by Arabic and Persian but also by all the other languages of this great melting-pot city.

The city’s multilingualism and the multilingual character of Turkish officially came to an end with the proclamation of the Turkish Republic in 1923. The new Turkey wanted to sever its links with its Ottoman and ‘Eastern’ past and wanted to become modern and European. The multilingual laissez-faire of the past was now seen as decidedly ‘backward’ and ‘Eastern.’ Languages other than Turkish started to be repressed, with Kurdish as the most well-known victim of the new repression of linguistic diversity by the state. Not only was Turkey going to have only one language – Turkish – but that language was going to be ‘modernized,’ i.e. rid of the traces of other languages, particularly linguistic traces associated with ‘the East,’ i.e. Arabic and Persian.

The most well-known aspect of the Turkish language reform is the abolition of the Arabic script and its replacement with the Latin script. In one fell sweep, modern Turks lost access to their written historical record. Another target of the language reformers was Arabic and Persian vocabulary. Such words were replaced with ‘Turkish’ ones or loans from ‘modern’ European languages.

The futility of this undertaking – even if lost on everyone but the philologist – is nicely encapsulated by the word for ‘city’: Ottoman Turkish used ‘شهر‎ şehir.’ Because of its obvious association with Persian ‘شهر‎  šahr’ the language reformers saw no place for it in ‘Modern’ Turkish and cast around for a ‘pure’ Turkish word. They found it in the ancient ‘kent.’ The irony is that ‘kent’ is iself a much older loanword from Sogdian, the lingua franca of Central Asia before the Islamic Conquest.

The reform was “a catastrophic success,” as the Turkologist Geoffrey Lewis has called it. As a result, most contemporary Turkish speakers are cut off from their linguistic and cultural heritage predating the 1930s. A famous – and also ironic – example of the monolingualization of Turkish is the fact that a major 1927 speech by Atatürk, the founder of the Turkish Republic, has had to be ‘translated’ repeatedly into contemporary Turkish so as to remain comprehensible to contemporary Turks.

In Istanbul, as elsewhere, contemporary examples of ‘super-diversity’ – the Russian ‘Sale’ signs in the shop windows, the tourist communications in all the languages of countries with strong currencies, the handwritten Arabic ‘for rent’ signs, the Kurdish music stalls – are impossible to ignore. By contrast, the fact that super-diversity has been a characteristic of Istanbul-Constantinople-Byzantium since time immemorial is easy to overlook.

Monolingualism and the Turkish language – just as all other standardized languages – are invented traditions. Diversity is, in fact, the normal human experience, as the anthropologist Ward Goodenough, who passed away last weekend, pointed out back in 1976. A research agenda that takes linguistic diversity as the basis of sociolinguistic inquiry must also include the hidden histories of linguistic diversity and modernity’s attempts to erase diversity.

Polish refugee section of the Catholic cemetery in Tehran

When Kimie Takahashi and myself interviewed participants for Japanese on the Move, our video exhibition of transnational life-stories, one of our interviewees, artist Mayu Kanamori, asked to conduct the interview in Sydney’s Rookwood Cemetery, where she wanted to show us the final resting place of the first known Japanese settler in Australia. Mayu raised a number of questions about the spiritual belonging of transnationals and about ‘death on the move.’ I was reminded of that conversation with Mayu during my visit to Tehran’s Christian Doulab Cemetery.

Death far from home

The Polish section occupies about three quarters of the Catholic cemetery and constitutes the final resting place of almost 2,000 men, women and children who died in Tehran between 1942-1945.

The story of the Poles lying in Iranian soil is one of the less well-known tragedies of World War II. As part of the Hitler-Stalin Pact what was then Eastern Poland (and is today part of Belarus and Ukraine) was annexed by the Soviets in 1939. Around 1.5 million Poles were deported from the area to camps in Siberia. The vast majority of these died in the following months under horrific circumstances. Only around 250,000 of the deported Poles are known to have survived in Siberia. The survivors were released in 1941 when Germany attacked the Soviet Union so that they could join in the war effort against the Nazis. However, many of these survivors chose to flee instead and around 115,000 managed to reach Allied-occupied Iran.

Making it to Iran was like reaching the Promised Land for the evacuees, as one of them recalls in her memoirs:

Exhausted by hard labor, disease and starvation – barely recognizable as human beings – we disembarked at the port of Pahlavi [present-day Bandar-e Anzali]. There, we knelt down together in our thousands along the sandy shoreline to kiss the soil of Persia. We had escaped Siberia and were free at last. We had reached our longed-for Promised Land. (quoted from Ryszard Antolak, “Iran and the Polish Exodus from Russia 1942.” ParsTimes)

For a few years, the Polish community flourished in Tehran:

Something more than food and clothing are necessary for the human spirit to survive and grow. Art and Culture are antibodies to feelings of despondency and decay, and within a few months of their arrival, the exiles had set up their own theatres, art galleries, study circles, and radio stations all over the city. Artists and craftsmen began to give exhibitions. Polish newspapers began to spring up; and restaurants began to display Polish flags on the streets.

Among the organizations formed to care for the educational and cultural needs of the exiles was the influential Institute of Iranian Studies begun by a small group of Polish academicians. In three years from 1943 to 1945 this group published three scholarly volumes and scores of other articles on Polish-Iranian affairs. However, death was ever-present in this group of weakened survivors, as the Catholic cemetery in Doulab vividly demonstrates. Each of the small 1,869 refugee graves (see here for a map of the cemetery) has an identical headstone inscribed with a number, the Polish abbreviation ‘S.P.’ (‘swietej pamieci,’ ‘in memory of’), a name, the year of birth and the year of death, and the Latin abbreviation ‘R.I.P.’ (‘requiescat in pace,’ ‘may s/he rest in peace’).

In the center of the Polish refugee section are two memorial stones, one with a trilingual inscription in Polish, French and Persian and the other bilingual in Polish and English. The trilingual one is roughly similar in the three languages and the Polish version reads as follows:

PAMIECI /WYGNANCOW/POLSKICH /KTORZY /W DRODZE DO OJCZYZNY /W BOGU SPOCZELI /NA WIEKI. 1942-1944

The English version of the bilingual memorial stone, which looks more recent than the trilingual one, is similar in content but provides more detail and reads as follows:

IN COMMEMORATION /OF THOUSANDS /OF POLES THE SOLDIERS /OF THE POLISH ARMY /IN THE EAST /OF GENERAL /WLADYSLAW ANDERS /AND CIVILIANS /THE FORMER /PRISONERS OF WAR /AND CAPTIVES /OF THE SOVIET CAMPS /WHO DIED IN 1942 /ON THE WAY /TO THEIR HOMELAND /PEACE TO THEIR MEMORY

As it so happens, the inscriptions on both these monuments are historically incorrect: the Polish refugees were not on their way “to their homeland” because – also in Tehran in 1943 but worlds away from the refugees – Churchill and Roosevelt conceded what had been Eastern Poland to Stalin’s USSR and the remainder of Poland to the Soviet sphere of influence.

For the majority of the survivors, their stay in Iran was temporary and they later resettled in the UK, the Americas, Africa and Australasia. However, some also chose to stay and to rebuild their shattered lives in Iran as is evidenced by the graves in the far corner of the Polish section. There, a number of larger and personalized tombstones have been erected to the memory of people born in Poland who died in Tehran as recently as 2002. Most of these commemorate women who married Iranian men as is evidenced by their Persian surnames.

I looked at these graves with mixed feelings: on the one hand, their personalized details, the fact that they were commemorating much older people than the refugee graves, and the names in which Polish and Persian have become mixed speak of lives lived fully in a new home. On the other hand, they are all single graves and the Iranian husbands and families of these women thus must lie elsewhere (maybe in Tehran’s huge Behest-e Zahra Cemetery, where the city’s Muslims find their final resting place). The fact that none of these graves are family graves – despite the fact that the women obviously had new families in Iran – speaks to the fact that faith and nation continue to divide in death those who were joined in life.

The divisions of faith are made concrete in the architecture of the Doulab cemetery complex, a feature that is, of course, not unique to Iran’s cemeteries. To begin with, Tehran’s dead Christians are physically separated from the city’s Muslims and Jews, who have their own cemeteries elsewhere. Second, even within the Christian complex the various denominations are divided into their own separate compounds: the Catholic cemetery is separated by large walls from the adjoining Armenian and Russian cemeteries (the so-called ‘Russian’ cemetery seems to house all non-Armenian and/or non-Iranian Orthodox Christians).

Divisions of nation of origin also continue to persist within the Catholic cemetery. Although widely known as ‘Polish cemetery’ because such a large number of Poles are lying there, the cemetery was started in 1855 with a mausoleum for Dr. Louis André Ernest Cloquet, a Frenchman who died prematurely while serving as personal physician to the Shah. The memorial to this Catholic was placed close to – but outside of – the Armenian cemetery. Since then Catholics from most European countries have also found their final resting place there and the cemetery’s sections are more or less clearly divided into national sections.

The banal nationalism of death is most obvious in the cases of the French and Italian dead who lie in Doulab: their embassies have taken the trouble of placing little metal French or Italian flags at the foot of each French or Italian grave.

While such flags are absent from the graves of other nationals lying in Doulab, the language of the tombstones is in most cases the language of the country of birth. None of the German graves I visited, for instance, shows any sign that the person lying there must have lived a transnational life and must, to a smaller or larger degree, have been part of the fabric not only of German but also Iranian society during their lives. The inscriptions on the tombstones bear no traces of a life partly lived in Iran: for all that the inscriptions suggest, the graves might have been located in Germany.

How could a tombstone inscription suggest a transnational life? At the Doulab cemetery, I saw two options: a multilingual inscription or a lingua franca inscription.

A multilingual inscription is exemplified by the Polish, French and Persian trilingual memorial discussed above. On individual tombstones in the Catholic section multilingual inscriptions are rare and, unless I overlooked something, absent from the graves of Europeans. The few that I noticed are bilingual in various combinations of Arabic, Armenian, Assyrian, French, Persian and Russian. In some cases, it was impossible to identify the languages other than to say that the inscriptions were both in the Latin and Arabic scripts.

While monolingual tombstones predominate in the Catholic section, over in the Orthodox section the situation is different and tombstones inscribed in multiple languages and scripts – Arabic, Armenian, Assyrian, Georgian, Greek, Latin and Russian – are more frequent there.

As regards lingua franca inscriptions, I consider an inscription as lingua franca if the tombstone is inscribed in a language other than a/the language of the country of origin of the deceased or a language of Iran (in practice, in this case, that means Armenian, Assyrian and Persian). The most frequent lingua franca by far is French and one final surprise was the absence of English in this international space: other than in the Polish-English bilingual memorial mentioned above, there was only one single tombstone inscribed in English:

The nationality of the deceased is listed as German in the cemetery’s registry, a country where she was neither born nor died, further illustrating the complexity of transnational life and death.

Dying away from ‘home’ is often invested with special sadness. According to an overview of Polish cemeteries in Iran, a number of the commemorative plaques in other Polish burial sites in Iran stress the fact that these people died “on foreign soil.” There is indeed a deep sense of sadness and loss emanating from the refugee graves. However, that is because of the evil that cut short the lives of the people who lie there and that made the circumstances of their final years so horrific.

By contrast, the graves of those Poles who had decided to stay on in Tehran after the war and to rebuild their lives there and those of the other foreign-born lying there did not move me in this way. What is striking about those is the desire of the living to inscribe the boundaries of faith, nation and language even on those who obviously led lives that transcended those very boundaries.

Last week I had the privilege of visiting the University of Macau and in Macau I discovered yet another unique variation on the many multilingual landscapes we have featured here on Language on the Move.

Macau, a former Portuguese colony, has been a Special Administrative Region of China since 1999. The official languages of Macau are Chinese and Portuguese. English plays an unofficial but highly prominent role: it is the medium of instruction at the University of Macau and at a number of secondary schools. Other schools use Cantonese as medium of instruction and there is one Portuguese-medium school.

Trilingualism in Chinese, Portuguese and English is just the beginning, though. The linguistic situation is further complicated by the diversity of Chinese and the importance of the tourism industry.

The version of Chinese that is local to Macau is Cantonese but Putonghua is gaining in importance. Macau has about half a million residents but welcomes a staggering number of tourists: close to 30 million tourists visit Macau each year. Most of these come from Mainland China and so it is not surprising that in tourism spaces I overheard much more Putonghua than Cantonese. Written Chinese, too, comes in at least three varieties: traditional characters, simplified characters and pinyin. Furthermore, pinyin looks different depending on whether the writer followed English-based or Portuguese-based conventions.

The languages of other tourist markets also feature with maps and signs in Japanese, Korean and Thai.

The linguistic landscape of Macau is thus extremely diverse and each tourist site has its own conventions, as the following examples demonstrate.

The famous Taoist temple dedicated to the goddess of seafarers, Matsu, from which the name “Macau” is thought to derive, is enlisted on the UNESCO World Heritage List. On the day we visited it was crowded with Chinese tour groups. The languages on display were ancient Chinese inscriptions in stones and on the temple façades. The prayer tablets where the devout can record their wishes and prayers also seemed to be Chinese only (although there were hundreds of them so I cannot be sure that prayers in other languages were not also hidden away somewhere).

The direction and prohibition signs were either in Chinese only or in Chinese and English (of the non-standardized “Chinglish” variety). One stall selling incense sticks and other devotionalia featured Chinese and Thai signs. Portuguese and what might be called “standard English” were notable for their absence.

One of Macau’s many Catholic churches (Macau used to be the staging post for the Christianisation of East Asia and has the largest number of Catholic churches by square mile in Asia), Penha Church sits on a hill and affords an excellent view over the harbour and across the bay to the mainland. The church itself is not a tourist destination but the spiritual centre of a community of Trappist nuns from Indonesia.

When we visited, the church was empty. Outside, there were a few newly-wed couples in Western wedding garb who were out to have their pictures taken. As far as I could hear, they received their instructions from the photographers on how to pose in Cantonese.

The languages on the signage could not have been more different from the A-Ma Temple: inscriptions on the façade were also monolingual but monolingual in Portuguese rather than Chinese. Signs about the code of conduct came in three language combinations: Chinese-Only, Chinese-English and English-Chinese.

Signage relating to the spiritual life of the church was either predominantly in Chinese or English, with one or the other language predominating and a few expressions in the other interspersed. To my great surprise, I also discovered some Latin slogans on devotional cards. A collection box, which looked quite old and featured Portuguese, Chinese and English suggests that the English presence in Macau predates the tourism boom and globalized signage of the past decade.

The so-called “Mandarin House” is another UNESCO World Heritage listed building. It used to be the residence of the Qing dynasty reformer Zheng Guanying. When we visited, the building was deserted and other than the attendants we were the only people present making it a very serene space. Information and prohibition signs were relatively standardized and trilingual in Chinese, Portuguese and English although some prohibition signs were more haphazard and contained only Chinese and English.

What was most interesting was the posters about Zheng Guanying’s book Words of Warning to a Prosperous Age (Shengshi weiyan 盛 世 危 言). What little information about the book I could gather from the information panels suggests that it is a highly relevant text for Intercultural Communication Studies. One website sums up the argument as follows:

As a famous reformer of late Qing China, Zheng Guanying was the earliest advocate of representative and participatory political system in the 1870s, the earliest to call for “commercial warfare ” against Western economic imperialism, and one of the earliest to seriously study international law and its relevance to China’s national identity and foreign relations. He was also one of the earliest Chinese to emphasize the combination of Western medicine and Chinese medicine.

His ideas continue to be highly influential in contemporary China and a translation of Shengshi weiyan would be highly desirable. Unfortunately, I have not been able to discover an English translation. I hope this is not another case of “no translation;” if it is, a translation would be highly desirable not only for Chinese Studies but also for Intercultural Communication Studies.

A discussion of the touristic linguistic landscape of Macau would not be complete without reference to the casinos because that is where most of the 30 million annual visitors are headed. I got to visit two of them: the Venetian, which is operated by the Las Vegas-based Sands corporation and is an imitation of the Las Vegas Venetian, and City of Dreams, a joint venture between the Macau casino dynasty Ho and the Australian billionaire James Packer. Before anyone gets the wrong idea, the gambling areas occupy only a relatively small part of the casinos and while that is obviously where the action is, I did not enter.

Casino resorts are intended to be spectacular and novel. The Venetian, for instance, looks like a cross between a baroque church and Venetian canals and plazas and City of Dreams features a huge fish tank with (digital) mermaids. However, when it comes to signage there is no trace of the spectacular and unique. In both casinos, commercial signage was completely standardized in the non-language of other global consumer spaces. Direction signs were also standardized in Chinese and English.

Portuguese, by contrast, only had a tiny presence on state-mandated signs, particularly the ubiquitous no-smoking signs, which are in Chinese, Portuguese and English. The biggest surprise were the emergency exit signs: they did not contain any English and were in Portuguese and Chinese only.

Linguistic Pragmatism

Analysts of multilingualism in Macau have described multilingualism in Macau as “an illusion” because official societal Chinese-Portuguese bilingualism is rarely undergirded by individual bilingualism. Indeed, all the people I had extended conversations with were either English speakers from Australia, UK and the USA or Putonghua speakers from Mainland China and Taiwan. With three exceptions none of these had learnt either of the two official languages (the exceptions being an American and a Tawainese who had learnt Cantonese and an Australian who had learnt Portuguese).

Despite the amazing multilingualism in the public signage it may thus well be that the various language communities largely keep themselves to themselves. The fact that each space I visited has its own language practices with regard to signage seems to point in the same direction. If so, it is a pragmatic approach that seems to work perfectly well as a way to manage linguistic diversity and public communication with multiple audiences.

Condoms in translation

It’s been impossible to escape this week’s media coverage of the pope’s comments about condoms and male prostitutes. There has been a lot of debate about what he really said in the German original and about the quality of the translations into English and Italian. I thought there might be some interesting language-on-the-move problem à la “What did Chancellor Merkel really say?” involved and went to investigate. However, it turns out that it’s obscure in whichever language you look at it.

Here is the story: Global media coverage has it that the pope has loosened the church’s ban on condom use for the faithful. The pope now says that using a condom is ok in exceptional cases – the exceptional case being a male prostitute. Male sex workers who are devout Catholics  merit a 10 on a scale of exceptionality from 1 to 10. However, if you change your position, you have to start somewhere: in the 18th century, the flock must have been heartened when the Catholic church lifted its blanket ban on the printing of heliocentric books and must have seen it as a sign that one day even the church would come round to recognizing that the earth was round. Similarly, today the faithful are feeling heartened by this sign that the Catholic church will eventually come to accept that condom use is a simple means of birth control and a simple way to curb the spread of sexually transmitted diseases.

Of course, with the Catholic church being the organization it is, not everyone is thrilled with this nod in the direction of the obvious. George Pell, the archbishop of Sydney, for instance, seemed to say in yesterday’s Sydney Morning Herald that the pope had been misunderstood, misquoted and mistranslated, and scoffed:

I have not seen the German original of what the Pope said but […]

All Cardinal Pell needs to do is google the German excerpt. So here it is, from a German Catholic site:

Es mag begründete Einzelfälle geben, etwa wenn ein Prostituierter ein Kondom verwendet, wo dies ein erster Schritt zu einer Moralisierung sein kann, ein erstes Stück Verantwortung, um wieder ein Bewusstsein dafür zu entwickeln, dass nicht alles gestattet ist und man nicht alles tun kann, was man will.

According to the Catholic World Report, this has been translated into English as follows:

There may be a basis in the case of some individuals, as perhaps when a male prostitute uses a condom, where this can be a first step in the direction of a moralization, a first assumption of responsibility, on the way toward recovering an awareness that not everything is allowed and that one cannot do whatever one wants.

I can’t find any fault with the translation. The sentence is as difficult to understand in German as it is in English, and “Prostituierter” clearly refers to a “male prostitute” despite the fact that some bloggers have been speculating that the fact that German has grammatical gender means that “Prostituierter” (m.) can refer both to female and male prostitutes. It cannot. “Prostituierte” (f.) is one of the few terms for people where the feminine rather than the masculine form is the unmarked form.

Either way, the discussion is as consequential as the one about how many angels fit on the pin of a needle. The Vatican has since clarified that the gender of “Prostituierter” doesn’t matter because the pope meant to be inclusive of male, female, and even transsexual prostitutes:

“I personally asked the pope if there was a serious, important problem in the choice of the masculine over the feminine,” Lombardi said. “He told me: ‘No.'”

Lombardi said the key point was: “It’s the first step of taking responsibility, of taking into consideration the risk of the life of another with whom you have a relationship … This is if you’re a woman, a man, or a transsexual.” (from The Guardian)

My Catholic father used to say that Catholicism was great until the church gave up Latin. When they started to use vernacular languages in the 1960s you could understand what they were talking about and it turned out to be a real disappointment.

Language in the catfish war

I’ve just read False Economy and in addition to learning many new intriguing things about economic history, I’ve also learnt that the catfish war, was, inter alia, fought on the terrain of language. Never heard about the catfish war?! The catfish war is a trade war between the USA and Vietnam, which started in the mid-1990s and in which US catfish producers lobbied for trade barriers and tariffs be imposed on Vietnamese catfish imports.

Initially, US catfish lobbyists delivered a heavy blow to Vietnamese catfish producers when they convinced US lawmakers to implement a law that banned imported catfish from being called “catfish.” Both the US and Vietnamese fish are in the same order of Siluriformes but in different families.

However, their joy didn’t last long because the Vietnamese retaliated by rebranding their catfish as basa. “Basa” is simply the Vietnamese word for the fish in question. First they didn’t have a coherent strategy and so other names also proliferated, including tra, bocourti, panga and swai. Panga, which is mostly used in Europe, derives from the Latin family name Pangasiidae. Basa and tra are different subfamilies – basa is technically known as Pangasius bocourti (hence the trade name bocourti) and tra is technically known as Pangasius hypophthalmus. The Vietnamese word for Pangasius hypophthalmus is tra and the Thai word for it is swai (hence the trade names tra and swai).

It was all very confusing (it took me a good two hours of internet research to figure this all out), particularly as basa is used internationally for both Pangasius bocourti and Pangasius hypophthalmus, and the same is true for panga in Europe. However, since 2010 Vietnam has instituted legislation to label all basa and tra for export consistently as basa.

The Vietnamese strategy of market differentiation worked. In the past decade, basa has come to be seen as an imported premium product and has been doing well in a range of export markets, including the USA. Consequently, US catfish lobbyists changed their strategy: they went to lobby for basa to be treated as a “like product” – i.e. completely reversing their earlier strategy which had been to argue that Vietnamese catfish was different from American catfish. They were successful again and Vietnamese basa has been subjected to heavy import tariffs.

As a discussion paper by the Center for International Management and Development Antwerp explains, the catfish war has transformed Vietnamese aquaculture: export markets have diversified beyond the USA, basa and tra are now being farmed in large agribusinesses, who have the means to innovate and to impose quality controls and to produce to international standards (another strategy in the catfish war has been to allege the inferior quality of Asian catfish and aquaculture).

The catfish war is not the only trade war fought on the terrain on language. Trade names have significant implications for competitiveness and consumer protection, particularly in the seafood business where new species continue to be bred and where the final product on the supermarket shelf has often undergone substantial technological intervention and transformation from animal to food.

The catfish war continues. US catfish producers have recently released a new catfish product, specially filleted premium catfish, under the car-name-like trade name Delacata. However, by now both US and Vietnamese catfish producers are more worried about competition from China than from each other.

In the meantime, if you ask Australian fish-and-chip vendors what kind of fish they use and where it comes from, they tell you: “Dunno! It comes in a box” Do you know what your food is and where it comes from?
